Most people do not encounter institutions as diagrams. They encounter them as letters, forms, deadlines, phone calls, portals, records, decisions, and explanations that arrive one piece at a time.

That makes an important distinction easy to miss: having information is not the same as having an inspectable account of what happened. A box of records can contain every relevant fact and still be nearly impossible for another person to understand.

The NORA Journal is about that gap.

The problem is not only information

Modern institutions produce enormous amounts of documentation. The hard part is often not acquiring another document. It is determining what a document establishes, where it fits in time, what source supports a particular claim, what remains uncertain, and what would allow somebody else to check the work.

A useful evidence system therefore has to do more than collect files. It needs a method.

That method may involve preserving the original source, recording provenance, separating observation from inference, building a chronology, identifying contradictions, tracking unresolved questions, and linking conclusions back to the exact material that supports them.

A claim becomes stronger when another person can inspect the path from source to conclusion.

That principle sounds obvious. In practice, it changes how research, advocacy, journalism, legal self-help, public records work, and AI-assisted analysis should be designed.

What we will publish

The Journal will cover a deliberately broad set of subjects because real problems rarely respect professional boundaries.

  • Evidence and records. Preservation, chronology, source inventories, metadata, transcription, document review, provenance, and methods for making an account falsifiable.
  • Institutional systems. How administrative, legal, civic, technical, and organizational systems behave when viewed from the perspective of the person required to navigate them.
  • Public-interest technology. Practical ways software and AI can reduce information asymmetry without pretending that automation creates certainty.
  • Access to justice and self-help. Educational material about process, research methods, record organization, and the limits of software assistance.
  • Research methods. Techniques for testing a theory against the record rather than merely searching for material that confirms it.
  • Design and accountability. What trustworthy interfaces should disclose about uncertainty, provenance, revision history, and human review.

Some pieces will be long-form essays. Others will be field notes, explainers, technical walkthroughs, research briefs, data stories, or annotated examples.

What NORA is — and is not

NORA Foundation is building public-interest education, evidence-organization methods, civic technology, and practical tools for people navigating complex systems.

NORA is not a law firm, does not provide legal representation, and does not treat AI output as legal truth. When an article discusses law, rules, procedures, or citations, readers should verify current primary sources and applicable local requirements before relying on them.

The same discipline applies to evidence technology. A cryptographic hash can show that bytes match a previously hashed file; it does not prove who created the underlying record or whether its real-world contents are true. Metadata can be useful without being unforgeable. OCR and transcripts can accelerate review without replacing comparison to the original source. Retrieval systems can surface relevant material without converting model output into fact.

Those limits are not inconveniences to hide in fine print. They are part of designing systems people can trust.

Our editorial standard

The Journal is being designed around a few durable rules.

Separate fact, source, and inference

A factual assertion should be distinguishable from the interpretation built on top of it. Where accuracy depends on an external authority, the goal is to direct the reader to the primary source rather than make the prose sound more certain than the source allows.

Preserve uncertainty

Unknown is a legitimate state. So are disputed, incomplete, unverified, superseded, and later corrected. Good analysis should make those states visible instead of forcing every fact into a binary answer.

Show revision and freshness

Procedures, software, regulations, and institutional practices change. Articles that depend on changing information should carry review dates and be refreshed when the underlying source changes materially.

Design for scrutiny

The visual system for this publication is intentionally closer to a serious journal than a generic software marketing site. Long-form typography, source notes, structured headings, review markers, and stable URLs are not decoration. They are part of making the writing usable as a reference.

Why start with a journal

Tools are useful when somebody already knows the task they need to perform. A publication can start one step earlier: it can explain why the task matters, how the system behaves, what failure looks like, and what a better method would require.

That makes the Journal a natural public front door for the rest of NORA. It gives us a place to explain methods before turning them into software, publish what we learn while building, document design decisions, and create a body of material that can be criticized and improved in public.

The aim is not to make every complicated system simple.

It is to make the important parts visible enough to inspect.
